Before 1990, the hiring, training and all other functions of a Personnel/HRD office were all part of every department and college at Philippine Christian University (PCU). It was only in November, 1990 that the Personnel/HRD Department was officially created with the able Mr. Narciso Payot as the first Personnel Officer, under Dr. Carlito S. Puno, the fourth (4th
) University President of PCU.
The newly created office gathered all personnel files from the departments and colleges and started to take upon itself the functions of a fully made up Personnel and Human Resource Development department.
The first office of the P/HRD department was located at the first (1st
) floor of the Academic Building which is now the office of the Vice President for Academic Affairs (VPAA). Shortly afterwards, it transferred to some other different locations such as: the University Auditorium; a room which is now one of the Mathematics and Science Laboratories; and, a room beside the University Clinic which is now the Convenience Store.
On June, 1991, when Rev. Gerson Bermejo took over as P/HRD Director, the office was transferred to the 2nd
Floor of the Old Academic Building, where it remained to date.
The change of administration in 2000 also brought in new leadership in the P/HRD. In June, 2000, Rev. Samuel Briones took over as Acting Director and who was replaced shortly thereafter (October, 2000) by then concurrent Acting Vice President for Academic Affairs Prof. Jovita Reyes. After one (1) year, on October, 2001, Prof. Anita Leyson, the then Director of the External Affairs, was appointed Acting Director of P/HRD and on June of 2002, was confirmed as full-fledged Director of said department. Prof. Leyson remained as Director for one full term of three (3) years.
In 2005, the P/HRD department’s helm was taken over by the newly appointed Director, Prof. Denia R. Gonzales, who was previously the Director of the Center for Research and Instructional Materials (CRIM). Her leadership saw the start of department’s modernization with the implementation, among others, of the Human Resource Information System (HRIS), which aims ultimately to make the department’s services accessible to all PCU employees via the internet. Prof. Gonzales’ appointment has been periodically renewed and she still remains the Director of the Personnel/HRD Department.
